What's the most useless number in Tunisia?

It is, without a doubt, 1820.

Page 491 of this ONAS document shows a character supposedly responding to complaints brought fourth by callers, yet this character has no eyes (in case the document disappears, see the image below).

I don't think this a mistake, I believe the respondents/support agents do not have any eyes, because it's been a month since I called about water pooling around the three gully grates in my street and my complaint clearly hasn't gone through.

I don't mean to pick on these people, I just hope someone updates the document to give the respondents eyes, because my whole case rests on their absence. Nevermind the water situation, that'll magically resolve itself, as does every other serious issue around here.
